Ghana's Electric Vehicle Moment: Turning Rising Demand Into Real Climate Action

Ghana is having a quiet electric vehicle boom. The country now has roughly 17,000 electric vehicles on its roads — the highest number anywhere in Africa.[1] That's a remarkable shift for a market where, just a few years ago, EVs were a novelty reserved for a handful of early adopters in Accra. Today, they're a visible part of the country's transport landscape, and public interest keeps growing.
This surge in demand isn't happening by accident. It's the product of deliberate government policy, changing consumer attitudes, and a broader continental push toward cleaner transport. But rising demand alone won't get Ghana to a genuinely sustainable transport future. The infrastructure, financing, and policy environment need to catch up — and fast.
Why the Demand Is Rising
Ghana's transport sector is a significant source of national greenhouse gas emissions, accounting for an estimated 17% of the country's total.[2] In December 2023, Ghana launched its National Electric Vehicle Policy in Dubai during COP28, a framework designed to guide the country's shift away from petrol and diesel vehicles.[3] The policy sets an ambitious timeline: a “preparatory phase” running through 2026 to remove barriers to EV adoption, a scale-up period targeting 35% EV penetration by 2035, and a long-term goal of ending the import and sale of new combustion-engine vehicles by 2045.[3][4]
To make that vision real, the government has rolled out incentives that are already changing buying decisions. Electric vehicles used in public transit now qualify for an eight-year import duty exemption, and in July 2025 Transport Minister Joseph Bukari Nikpe announced amendments extending VAT exemptions to electric public transport vehicles as well.[1] Ghana has also begun electrifying parts of its public bus fleet, with Metro Mass Transit commissioning its first batch of electric buses in November 2024, as part of a roadmap that also targets 60% of the government's vehicle fleet being electric by 2035.[5]
Consumers are responding. Vehicle ownership in Accra climbed sharply between 1990 and 2015, rising from 40 vehicles per 1,000 people to 260 per 1,000, according to World Bank data cited in recent research.[6] As more Ghanaians shop for their next car, EVs are increasingly part of that conversation — driven by rising fuel prices, growing environmental awareness, and the appeal of lower running costs.
The Gap Between Demand and Readiness
Here's the problem: Ghana's charging infrastructure has not kept pace with its growing EV fleet. With around 17,000 electric vehicles on the road, the country reportedly has only a handful of public charging stations — about seven, by one recent estimate.[1] That imbalance creates real friction for everyday drivers and threatens to stall the very momentum the government has worked to build. The Ministry of Energy has announced plans to deploy at least 100 rapid charging stations nationwide over the next five years to help close this gap.[7]
There are also equity concerns baked into the current incentive structure. Import duty and VAT exemptions have so far been targeted mainly at electric vehicles used in public transit, while private buyers still face steep vehicle taxes and undifferentiated tariff codes.[1] That means the people most likely to benefit from EV incentives right now are large fleet operators — not the average Ghanaian household weighing whether an EV is a realistic option for their family.
Energy officials have also flagged a quieter risk. If EV charging demand grows faster than the national grid can absorb, it could strain an electricity supply that is already stretched thin in parts of the country. In January 2026, Energy Minister John Abdulai Jinapor pointed to solar-powered, app-accessible charging stations as one way to get ahead of that pressure rather than react to it after the fact.[1]
What Real Climate Leadership Looks Like Here
Ghana has done the hard part that many countries skip — it has a clear, phased national policy with real deadlines attached. What's needed now is follow-through:
• Expand charging infrastructure fast, especially outside Accra and Kumasi, so EV ownership isn't limited to drivers in the largest cities.
• Extend incentives to private buyers, not just commercial and public transit fleets, so the transition doesn't become something only large operators can afford.
• Pair EV growth with clean power generation, including solar charging solutions, so the shift to electric transport doesn't simply move emissions from tailpipes to power plants.
• Invest in battery recycling and circular economy systems now, before the current EV fleet reaches end-of-life, rather than treating it as tomorrow's problem.
Ghana is positioning itself as a potential hub for electric mobility in West Africa.[7] That's a genuine opportunity — for cleaner air in Accra's traffic-choked streets, for reduced dependence on imported fuel, and for climate credibility on the international stage. But an opportunity only becomes progress when the policy on paper turns into chargers on the ground, affordable financing for ordinary buyers, and a power grid built to carry the load.
The demand for EVs in Ghana is already here. The task now is making sure the country's climate ambitions can keep up with it.
